Phases of HAI Governance
Order of Operations
The HAI Governance process consists of three phases: initial ideation and signaling, informal proposal (off-chain "Temperature Check") submission, and formal proposal (on-chain) submission.
Phase One: Signaling (optional)
Conditions: Anyone can bring up new ideas for proposals. There are no requirements for this phase.
Location: HAI Discord
Goal: Inform the HAI community of your intentions and see if you can get buy-in from other community members. If you're unsure of whether or not your proposal will be received well, signaling first is a good way to determine if you're on the right track and improve your idea via feedback. Phase 1 is informal; whether or not you use the feedback you receive for your proposal is up to you.
Duration: As long as you feel is necessary to get the feedback or buy-in you need.
Format: Ask a general (unbiased) question to the HAI community in Discord relating to the change you’d like to implement. For example, you could ask “Should the HAI protocol add support for new collateral types?” For details on how to do this visit How To Guides.
Note: You don’t have to signal before submitting a proposal on the forum if you don’t want feedback and believe your proposal will be well received.
Phase Two: Informal Proposal ("Temperature Check")
Conditions: Anyone can start a discussion for a new proposal.
Location: Discourse Forum <XXX Link>
Goal: Start a discussion, evaluate the potential of an idea, and take non-binding polls.
Duration: At least one week before moving to the next stage to ensure people have enough time to give their opinion.
Format: In the new forum thread, an informal proposal will have the following information:
Abstract
Motivations
Initial implementation details/specs
Poll (Show who voted to minimize Sybil attacks on the polls) For details on how to do this, visit How to Guides
Note: Off-chain voting outcomes on Discourse may not accurately predict or align with future on-chain results. This stage is designed to identify and address any issues before moving forward to an on-chain vote.
Phase Three: Formal Proposal
Conditions: A formal proposal should only be submitted and voted on by the HAI community if the informal proposal has demonstrated the community's support.
Location: Tally Content: After you’ve submitted your proposal on Tally, go back to the forum post on Discourse and provide a link to the on-chain proposal and a brief summary with the final proposal implementation details.
