# Proposal Types

HIPs vs RFS HIPs

There are two types of proposals.

1. &#x20;**HIP (HAI Improvement Proposals)**
   * Collateral (adding or removing additional collaterals to the HAI protocol ecosystem)
   * Governance Parameters
2. **RFS HIP Proposals (Really Fucking Serious Proposal)**
   * Changes to the PID Controller. **This is serious, do not submit lightly*****.***

*The above proposal types are loosely related to constitutional and non-constitutional proposals. All RFS HIPs are constitutional whereas HIPs can be either constitutional or non-constitutional.
